Emmanuel OKALANY, spécialiste du développement et des partenariats au RUFORUM
La confiance entre les scientifiques et les différentes composantes des sociétés (société civile, puissance publique et politiques, entreprises, milieu associatif, médias etc.) se nourrit du partage de lieux et de moments d’échanges, de diversité, ainsi que d’attentes et engagements. Lorsque ces derniers sont sous-entendus ou mal exprimés, cela peut conduire à de la défiance ou de la méfiance réciproque.
En Afrique, la tradition scientifique est récente. Les recherches ont d’abord été menées par des scientifiques des pays colonisateurs, avant que des universités et des institutions nationales de recherche prennent le relai. Dans la société, la culture scientifique est encore assez peu répandue. Au cours de ce webinaire, l’expérience et le regard d’un collègue africain serviront de base à des échanges sur l’évolution des relations de la recherche et de différents acteurs de la société, ainsi que sur les tendances en cours et les perspectives pour l’avenir.

Emmanuel is a Technical Specialist for Development and Partnerships at the Regional Universities Forum for Capacity Building in Agriculture (RUFORUM), a network of 129 universities in 38 African countries. RUFORUM’s mission is to strengthen the capacities of universities to foster innovations responsive to demands of small-holder farmers through the training of high-quality researchers, the output of impact-oriented research and the maintenance of collaborative working relations among researchers, farmers, national agricultural research institutions and governments.
Emmanuel coordinates development of training and research projects and programmes at the RUFORUM Network. He is also responsible for the management of the network’s partnerships. He is the contact person at RUFORUM for the European Commission funded project – Long the Long-term Europe-Africa Research and Innovation Partnership for Food and Nutrition Security and Sustainable Agriculture (LEAP4FNSSA), manages partnerships for the programme – Transforming African agricultural universities to meaningfully contribute to development funded by the Mastercard Foundation and contact person at RUFORUM for the project – Platform for African and European Partnerships for Agricultural Research for Development (PAEPARD). Emmanuel previously worked as a climate change policy analysis consultant at the International Institute for Tropical Agriculture (IITA). He is a PhD fellow in Agriculture and Rural Innovations at Makerere University, Uganda.
