With two new posts, our European Development Policy Outlook blog series is constantly growing, and we’re happy to welcome a new member! Behind the scenes, we are working on our « Decolonising Knowledge for Development » project, from which we hope to share the first stories before the end of the year, and we’re busy recording a new season of our podcast. Apart from that, our spotlight goes on ISS in the Hague today, which has an interesting call and working paper out, and we recommend a new open access book by the Institute of Development Policy in Antwerp. And, as usual, there’s more to discover below.
From our BlogOverseas Development Aid in Ireland – How Does it Compare to other EU Countries and What Can We Expect for the Future? »Ireland’s overseas development aid programme is, and always has been, a little different from fellow long-term EU members and neighbouring countries », writes Pieternella Pieterse in her contribution to our European Development Policy Outlook series:  » As a country that was long colonised, not colonising, Ireland’s development aid programme started from a place of empathy and solidarity, with an acute sense of having experienced a population decimating famine 150 years earlier. » Read more

Caring for Earth: Decoloniality and Feminisms in DialogueISS’s latest paper elaborates the concept of Earthcare as an epistemic exercise of academic interdisciplinary dialogue between decoloniality and feminism and as an ethical-political exercise of openness, deep listening and search of new understandings nurtured by the encounter with others outside academia. Highlight: Political Chronicles of the Great Lakes RegionThis open access book offers a survey of political developments in Burundi, the Democratic Republic of Congo, Rwanda and Uganda over the course of 2023. The year has been marked by a dangerous regional extension and internationalisation of the conflict in Eastern DRC. Rwanda has again been actively supporting the M23 rebel group since late 2021, and the Rwanda Defence Force (RDF) is operating on its side in North Kivu. Burundi has intervened in support of the Congolese army FARDC, initially as part of the East African force EACRF, and then on a bilateral basis. Read more
