INVITATION FOR ARTICLES: Outreach at IRENA 2013 Assembly & World Future Energy Summit
Stakeholder Forum will be publishing three editions of Outreach magazine to coincide with the third session of the International Renewable Energy Agency (IRENA) Assembly from 13-14 January and the World Future Energy Summit (WFES) from 15-17 January and invites all stakeholders to contribute material to be included in the magazine.
The content of the editions will be based on renewable energy and associated themes. In particular, we are looking to receive articles on the following topics:
- Sustainable Energy for All
- The costs of renewable energy
- The potential for renewable energy in developing countries and small island developing states
- Renewable energy policy in economically challenging times
- Water-energy nexus
- Renewable energy policy frameworks and investment opportunities in GCC/MENA
- Scaling up of renewable energy through coordinated public and private sector actions
- Energy efficiency
- Rural renewable energy
- Integration of renewables
- Cities and renewable energy
- Renewables technology and innovation
Articles should be 550-700 words in length and can be previously published material as long as the content is up-to-date and still has relevance. Please note that we are not a research journal and articles should present opinions, ideas and recommendations using non-expert language. Full guidelines for submissions are available here.

The deadline for submissions is 12:00 noon (GMT) on Saturday 12th January, however submission before this date is encouraged and will significantly increase the chance of an article being used.
Outreach is a multi-stakeholder publication on climate change and sustainable development, which has been produced at various international meetings on the environment since 1997. Our aim is to empower stakeholders and provide space for debate and discourse on topics being negotiated at intergovernmental meetings. Published as a daily edition, Outreach provides a vehicle for the voices of regional and local governments, women, indigenous peoples, trade unions, industry, youth and NGOs. At the 2013 IRENA Assembly and the WFES Outreach will be published electronically on the Outreach website and be sent in an html email to a range of list servers.
At the Assembly and the WFES, we aim to build on Outreach’s previous accomplishments, expanding both our sphere of influence and depth of coverage. Examples of our previous success can be seen in our 2012 coverage of Rio+20 and COP 18, where Outreach was once again proved to be a vital communications tool. Throughout the UNFCCC and Rio+20 negotiations, Outreach has received extremely positive reviews and interest in the magazine has soared. We now hope to build on this and engage an even wider range of stakeholders for article contributions, and to read the publication.

CONFERENCE : « COLONIAL AND POSTCOLONIAL URBAN PLANNING IN AFRICA »
Lisbon, 5-6 September 2013
The Conference – Colonial and Postcolonial Urban Planning in Africa – aims to re-examine the history of colonial urban planning in Africa and its legacies in the post-independence period, to learn from contemporary African scholarship, and to discuss how postcolonial urban planning cultures can actually address these urban challenges and contribute effectively for the development of resilient-sustainable cities in Africa.
The Conference, to be held in Lisbon, in September 2013, organized by the Institute of Geography and Spatial Planning – University of Lisbon and the International Planning History Society (IPHS), will explore two key themes in the history of urban planning in Africa:
Theme I- 19th and 20th Century Colonial Urban Planning in Africa
Theme II- Postcolonial Urban Planning in Africa
In both themes we welcome country and cross-country approaches, studies of individual cities, and the comparison of African cities with one another.
We invite researchers, planners and postgraduate students to present critical analyses of the multifaceted urban planning experience in Africa.
SELECTION CRITERIA
All submissions will be peer-reviewed for content and appropriateness to this conference.
EXPECTED OUTCOMES
One of the expected outcomes of the conference is the publication of a selection of papers in an edited book and in peer-reviewed academic journals. Plans have been made for possible publication in the IPHS section of the journal « Planning Perspectives – An International Journal of History, Planning and the Environment ». Plans have also been made for the submission of a selection of papers to the « Journal of Contemporary African Studies ». The selected manuscripts will undergo the standard peer-review process of these journals.
We hope the conference will also provide the opportunity for the development of an inter-disciplinary and inter-generational research
network which might help to advance critical thinking about urban planning in Africa.

This panel explores how the emergence of new global players is contributing to an increased multiformity of educational opportunities for Africans and what this means in terms of social orientation in African societies
Extended abstract
The emergence of new global players is not only affecting the economic and political domain in Africa but is also influencing its educational landscape. This panel considers the ways in which the appearance of for instance Turkish private schools and madrasas, Korean educational projects, scholarships for Malaysia, China, or Brazil is contributing to an increased multiformity of educational opportunities for Africans and what this means in terms of social orientation in African societies. Acknowledging that education has been an instrument in the hands of competing powers and a battlefield where representatives of different world views have confronted each other since colonial times, the panel aims to explore continuities and changes in terms of strategies, dynamics and effects in African society in the current multipolar era.

ANR : Programme Retour Post-Doctorants (PDOC)
Le séjour postdoctoral, que les jeunes chercheurs français, mais aussi les jeunes chercheurs étrangers ayant soutenu leur thèse en France, ont la possibilité de faire hors de France, représente un atout majeur dans leur parcours scientifique. Le retour de ces jeunes chercheurs est essentiel au développement d’une recherche d’excellence dans notre pays. Le programme « Retour post-doctorants » vise précisément à faciliter ce retour.
Il a également pour ambition de favoriser, grâce à l’acquisition d’une expérience de recherche complémentaire, un recrutement futur dans un organisme de recherche ou dans une entreprise en France.
Les lauréats se voient offrir, pendant une durée maximale de trois ans, les moyens appropriés pour réaliser leur projet de recherche ambitieux et novateur, sur le territoire national.
Le programme est ouvert à toutes les disciplines scientifiques.
Chaque proposition de projet est portée par un coordinateur qui devra constituer une équipe afin d’atteindre les objectifs scientifiques définis dans la proposition ; en cas de sélection du projet, seul l’organisme de recherche désigné par le coordinateur recevra l’aide de l’ANR.
La proposition de projet doit présenter des caractères d’originalité et de nouveauté par rapport aux axes de recherche du laboratoire d’accueil de la proposition. La sélection, fondée sur la qualité scientifique, privilégiera ces deux critères.
L’appel à projets est ouvert à tous les champs de recherche : recherche fondamentale, recherche industrielle et développement expérimental. Sont exclus de l’appel à projets, les propositions de projet portant principalement sur la constitution de bases de données ou d’infrastructures de recherche.

ANR / Appel à projets Sociétés, Changements Climatiques et Environnementaux (SOCENV)
Sciences et sociétés doivent affronter conjointement un double défi : faire face à la multiplicité des changements climatiques et environnementaux à grande échelle, tout en prenant en compte les dimensions socio-économiques et éthiques mises en évidence par l’Agenda 21 sur le développement soutenable (Sommet de la Terre, Rio, 1992).
Faire face à des changements conjoints à grande échelle, tant sociétaux qu’environnementaux, requiert de nouvelles manières d’aborder la science, au-delà du renforcement nécessaire des sciences de l’environnement. Le programme SOCENV (2012-2014) vise à renforcer les disciplines ainsi qu’à promouvoir l’interdisciplinarité et l’implication des utilisateurs. Le programme est ouvert aux consortiums incluant les utilisateurs tels que les décisionnaires des secteurs privés ou de la société civile. Les lignes thématiques pour 2013 sont les suivantes :
- Axe 1 : Variabilité et prévisibilité climatiques régionales de l’échelle mensuelle à l’échelle décennale, ciblant les géosciences et incluant la physique et la biogéochimie ;
- Axe 2 : Changements du sol et de l’eau aux échelles régionales, ciblant les géosciences et les sciences de la vie ;
- Axe 3 : Enjeux de connaissances en sciences humaines et sociales, ciblant l’ensemble des disciplines ;
- Axe 4 : Recherche intégrée vers des solutions plus efficaces, ciblant les projets interdisciplinaires et l’implication des utilisateurs.
Les candidats sont invités à présenter des projets qui justifient de financements de l’ANR pour des montants compris de 150-250 k€ pour des projets exploratoires courts et jusqu’à 500-1000 k€ pour de longs projets intégrés.
Les collaborations internationales sont encouragées avec le Brésil : un accord a été signé avec les fondations brésiliennes des Etats de Sao Paulo (FAPESP) et de Pernambuco (FACEPE) permettant de cofinancer des projets franco-brésiliens. D’autres collaborations sont possibles, notamment avec les pays du Sud et les régions ultramarines. Dans le cadre de l’Espace Européen de la Recherche, les projets KIC Climat sont aussi les bienvenus.
