IVM à l’atelier Projet urbain « ville et voiture », organisé par le Ministère de l’égalité des territoires et du logement

LE 26 MARS 2013, DE 9H A 18H30 AU PALAIS DES CONGRES PORTE MAILLOT, PARIS
▪ La ville du XXe siècle dessinée par la voiture et les infrastructures, a été marquée par l’urbanisme fonctionnel. Ville et voiture vivent une aventure mouvementée qui évoluera sans doute au rythme des politiques à l’œuvre et des modes de vie. La fin, annoncée de longue date et toujours différée, du pétrole à bas prix suffira-t-elle à limiter l’étalement urbain ? L’usager attendra-t-il des transports en commun à haut niveau de service pour abandonner un peu la voiture ? Est-il prêt à le faire pour le vélo ou d’autres modes doux ? Ira-t-on vers la « walkable city » (ville marchable) ? Parviendra-t-on à reconfigurer la ville contemporaine dessinée pour la voiture dans la ville centre, la ville intermédiaire et celle des grands territoires ? Et si la voiture s’adaptait à la ville ?
▪ L’atelier abordera la manière dont la ville peut s’adapter à l’évolution de la voiture et de son usage, inversant le processus du XXe siècle où la ville a fortement été marquée par sa relation à la voiture individuelle. Au travers d’exemples et de propos croisés, trois types d’espaces urbains seront étudiés : la ville consolidée, la ville intermédiaire et les grands territoires, montrant les actions et les projets à l’œuvre et ouvrant des questions pour l’avenir.

IVM a participé aux auditions publiques organisées par le sénat et l’assemblée nationale
▪ « Nouvelles mobilités sereines et durables : concevoir des véhicules écologiques » : à l’Assemblée nationale, dans le cadre du rapport OPECST- Office parlementaire d’évaluation des choix scientifiques et technologiques- de Denis Baupin, député, et Fabienne Keller, sénatrice du Bas-Rhin.
▪ La première audition publique du 14 février avait pour objectif de créer un débat sur les conséquences pour l’industrie et la recherche des nouveaux comportements : moindre soucis de la possession d’une voiture, acceptation de nouvelles formes de déplacements ; succès de velib, de l’auto-partage et du covoiturage ; utilisation croissante des possibilités offertes par l’intermodalité. Quels sont les besoins en mobilité ? Comment vont-ils évolués ? Sous l’influence de quels facteurs ? Quelle est la vision des besoins de mobilité selon l’industrie ? A quels autres besoins répond-elle ?
▪ Mireille Apel-Muller, déléguée générale IVM, et Jean-Pierre Orfeuil, président de sa chaire universitaire et professeur à l’Institut d’urbanisme de Paris (Université Paris-Est Créteil) sont intervenus sur le thème du « Droit à la mobilité pour tous : publics concernés et difficultés principales ».

Grand Paris : le débat continue
Une rencontre/débat autour de l’ouvrage « Grand Paris. Sortir des illusions, approfondir les ambitions », Ed Les carnets de l’info, a été organisée le 21 février dernier à la librairie Le genre urbain avec les deux auteurs Jean-Pierre Orfeuil, président de la chaire universitaire IVM et Marc Wiel.

IVM at the “City and Car” urban project workshop,
organised by the Ministry of Regional Equality and Housing
MARCH 26, 2013, 9 AM-6:30 PM AT THE PALAIS DES CONGRÈS PORTE MAILLOT, PARIS
▪ The formative characteristic of the 20th century city, moulded by the car and by traffic infrastructures, was functional urban planning. City and car are living through an eventful period of change, which will doubtless continue to reflect the evolution of policies and lifestyles. Will the long presaged and always deferred end of cheap oil be enough to limit urban sprawl? Will users wait for high-quality public transport before they give up their love affair with the car? Are they ready to switch to the bicycle or other green modes? Will we see a shift to the “walkable city”? Will we be able to remodel the modern city, designed for the car whether in its centre, its intermediate areas or the wider metropolitan regions? Or will it be the car that perhaps adapts to the city?
▪ The workshop will explore ways in which the city can adapt to the evolution of the car and its use, reversing the 20th-century process which saw the city deeply imprinted by its relation to the private car. For purposes of example and comparison, the workshop will look at three types of urban space – the dense city, the intermediate city and the wider regions – outlining the initiatives and projects currently underway and opening up questions for the future.

IVM took part in the public hearings run by the Senate and National Assembly
▪ The public hearings on the theme of “New calm and sustainable mobilities: designing ecological vehicles” were held on February 14 at the National Assembly, in response to the OPECST (Parliamentary Office for the Evaluation of Scientific and Technological Choices) report, produced by Denis Baupin, member of parliament, and Fabienne Keller, senator for the Bas-Rhin region.
▪ The purpose of this first public hearing was to begin a debate on the consequences for industry and a quest for new behaviours: less concern with car ownership, acceptance of new forms of travel; success of the velib’ public bicycle service, car sharing and carpooling; increasing use of the possibilities afforded by intermodality. What are the real mobility needs? How will they change? Under the impact of what factors? How do the different industries see their future mobility needs? What other needs do they envisage?
▪ Mireille Apel-Muller, IVM Chief Executive, and Jean-Pierre Orfeuil, President of IVM’s academic chair and professor at the Paris Institute of Urban Planning (Paris-East Créteil University) spoke on the theme of “The right to mobility for all: the populations concerned and the principal difficulties”.

A meeting/debate around the book “Grand Paris. Sortir des illusions, approfondir les ambitions” (Greater Paris. Fewer illusions, greater ambitions), published by Les carnets de l’info, was held on February 21 at the Le genre urbain bookshop with its two authors Jean-Pierre Orfeuil, President of IVM’s academic chair, and Marc Wiel.
