The AESJ publishes the Japanese-language quarterly research bulletin, Nogyo Keizai Kenkyu (e.g., Agricultural Economics Studies).
Presently, the series has reached Volume 80. Since 1999, The AESJ additionally publishes the Japanese Journal of Rural Economics in English for the purpose of disseminating academic work pertaining to Japanese agriculture world-wide.

State Building and Mining Sector in Angola and Mozambique

In this presentation, we maintain that despite the emergence of a new politico-administrative reality in Angola, after the civil war, former authorities continue to dominate power negotiations at the regional level. A detailed analysis of the way non-state agents exercise their authority in the long term, makes it possible to have a better grasp of the complexity of State building in Angola.
Studying the mining sector is a starting point for analysing the historical path of the State in the Provinces of Lunda Sul and Lunda Norte, which are rich in diamond. In these provinces, the State has entrusted mining companies with development responsibilities since the beginning of the effective occupation, while maintaining political authority.
This rather unconventional State building process, which has outlived many ideological and institutional changes, is at the origin of the novel government methods of the Lunda Provinces and their special relationships with the central Government. To conclude, we examine how pertinent the approach used in State building, from the viewpoint of mining companies, would be for the Province of Tete in Mozambique.
Mathias de Alencastro is a Brazilian and Portuguese researcher, specialised in the political economy of mining resource governance in Mozambique and Angola. He is soon to defend his thesis in Political Science at the University of Oxford entitled “State Building on the Outskirts of Angola: Diamond Companies 1917-2002”. He is also interested in Brazilian mining companies present in Africa. He has taken part in many conferences and seminars and will publish the results of his thesis sometime this year.

Confidence Crisis in Human Rights: Implications for the UK (30 juin – 4 juillet, Londres)

Running from 30 June to 4 July 2014, this intensive course explores the antagonism of the United Kingdom towards regional and universal human rights systems of protections it once helped to create and embraced.
Today, we are confronted with unfair consequences of structural adjustment programmes, uneven impact of trade liberalisation, side effects of the protection of intellectual property regimes, and in the midst of this, a renewed perception of human rights as a neo-colonial tool to implement hidden political agendas. Mistrusts of the international human rights regime, often voiced by countries in the South as attempts to undermine their sovereignty, are increasingly being augmented by the voices of Western States such as the UK and the USA.
The five-day courses, led by 10 renowned human rights experts debates the events and ideologies that have resulted in this view, focusing on incendiary and divisive human rights topics that dominate intergovernmental agendas, in particular: (i) the rights to freedom of expression and freedom of religion; (ii) the consequences for human rights of austerity measures and migration policies; (iii) a critical examination of the role of the United Nations Security Council and international law in conflict zones; (iv) business and human rights; (v) the environment.

Yves Zlotowski
L’analyse des BRICS en termes de risque pays : évaluations et discussions
Yves Zlotowski est économiste en chef au Département Risque pays et études économiques, à la COFACE. Titulaire d’une thèse de doctorat en sciences économiques de l’Université de Paris X Nanterre, Yves Zlotowski est également diplômé de deux masters, l’un en économie monétaire l’autre en relations internationales de l’Université de Paris I. Depuis 2003, il enseigne en master d’économie internationale à l’université de Paris Dauphine.
De 1992 à 1994, Yves Zlotowski est coopérant du Service National à l’Ambassade de France en Ouzbékistan. Il devient ensuite Consultant auprès de la Caisse des Dépôts et Consignations. De 1995 à 1997, Yves Zlotowski est économiste à l’agence financière pour la Communauté des Etats Indépendants à l’ambassade de France à Moscou. Consultant au CERI et au CAP de 1998 à 2000, il a ensuite eu des fonctions au sein du Crédit Agricole Indosuez en tant qu’économiste marchés émergents de 2000 à 2001.
Il rejoint la COFACE en 2001 en tant qu’économiste senior sur l’Asie et la CEI, et depuis 2007, Yves Zlotowski y assume les fonctions d’économiste en chef. Il publie également des articles dans divers ouvrages et revues académiques et spécialisées.
